The European Commission has set guidelines in the ‘Strategy Low-emission Mobility 2030’ (the Low Emission Mobility) to all Member States to prepare well for the future. In this Strategy, targets are set to reduce CO2 during the period 2012-2013 for, inter alia, transport.

The main elements of the Strategy are 1) the increasing the efficiency of the transport system by making the most of the digital technologies, 2) speeding up the deployment of low-emission alternative energy for transport, such as electric vehicles, and 3) moving towards zero-emission vehicles. Each Member State may determine its own target. The Dutch Government has set the target to have reduced CO2 in 2030 with 36 % in comparing with 2005.

Cities and local authorities are now implementing incentives for low-emission alternatives energies and vehicles and encouraging car-sharing and carpooling, to reduce congestion and pollution.

The Carsharing is nowaydays a booming concept in Europe. It is a very attractive way of using a car by those who make only occasional use of a vehicle and mostly for a very short period of time, often for one hour or less. Carsharing offers a solution, while it contributes to sustainable transporting because of less use of vehicles, and even more when the car is 100% electrical.
